The animals, except for the pigs and the dogs, have always been treated the same way-- overworked, underfed, and without much respect. Even though their rulers have changed from men to pigs, their life was still basically the same.
Overall, the examples from the two pieces of work have shown us that totalitarian governments can control the opinions of its people; can change; and the change of one totalitarian government to another rarely result in changes in life.
