Measure for Measure does not fit neatly into any of the genres of most of Shakespeare's other plays. It contains elements from both genres of tragedy and comedy while having unique aspects that don't fit either. Therefore, it is given the genre of a problem play. Just looking at Isabella she could be played as a moral, religious character or a more feisty, confident character. It is left down to the director and actors to interpret and decide how each character should be portrayed. Overall there is a problem in the genre of the play but also in the genre of each character which is why Shakespeare's portrayal of character's links with the genre as a problem play.
