…rmany, the Cuban government was seen as illegitimate by the people and the state apparatus was not well-functioning. Both countries had economic problems. However, it is to insist that these economic were mainly of a different order. Germany's main problem was the reparation it had to pay, whereas Cuba's main problem was its dependence on the USA. In both countries, however, the political and economic difficulties led to the people's disillusionment with the political system.
