Companies may not be prepared to take the risk again. Also, insurance companies may not want to be involved again. These are some issues that may seem callous, but they are fundamentally important when it comes to considering if the towers should be rebuilt. This is why a remembrance garden should be built in the shadow of where the Towers once stood.
