It is a reference to a lack of economic and industrial development within an area which as a result helps to hold back the area or society from developing. …a relatively poor way of live, run down, terraced houses, council houses and not very attractive. Underdeveloped in the third world often means a daily struggle just to survive, find food and water and to feed the children. No clapped out Ford Sierras here, just a donkey and cart if you're lucky. So yes problems associated with under development are relevant to both poor and rich countries, they just happen to take on different definitions.
