In 1787, a pattern of government started to form in the colonies. A king chose a governor to serve as an advisory body and chief executive, which became the upper house of the colonial legislature. Bicameral is an adjective describing a legislative body composed of two houses. Historically the Framer’s used this system of legislation to balance the Congress and the making of the Constitution. Today it is a governmental form that has continued to function as our ruling legislative body of government.
