This bound the colonists and completely prohibited the smuggling, which, in effect, shattered the northern economy. Throughout this time, the south had been primarily neglected, because they did not compete with England. Even though the south could only sell its tobacco in England, a monopoly was created for the planters. This created happy trade relations between the South and England.
