With the hesitation of the Supreme Court to get involved, and the lack of lesser courts to make a decision, which can’t be overturned, are not very likely in the foreseeable future. I personally don’t think the interpretation one way or another will ever be solid. There are too many people on both sides who have too much at stake to lose.
