It seems to me that he came back to show that he has not forgot about her and their “arranged hour.” Why she doesn’t attempt to leave the taxi is probably because she doesn’t want to leave who she truly believes is her former lover, the driver. She feels that if she leaves the taxi she will again lose the love of her life.
