He gives them feelings of rage and hate inside, ultimately leading their actions into causing murder. He is also responsible for leaving the end of the play in a bloody and brutal state, giving Fortinbras a bloody kingdom to rule over. A combination of all these convincing factors proves that Claudius is most responsible for Hamlet being a tragedy.
