Once the economy is in better shape the people need to start up more small businesses, not just for tourists that are passing through but for its own people as well. The local people of Central America need to start spending money within their own region for their economy to improve and be more consistent. At the same time the government can start concentrating on things like better education programs, retirement programs, and more democracy.
