Benvolio is the friend that keeps all of them together, he is there for Romeo when Romeo is feeling love sick and when Mercutio is talking too much or shouting at Romeo he tell Mercutio to calm down and be quiet. Shakespeare needs to put compassionate Romeo into the play to show what he would do for love, but he also needs Mercutio in the play to lighten the mood and make people laugh.
