…While the military survey didn't create a profile of the harassers, two U.S. Merit System Protection Board surveys in 1981 and 1988 found harassers were typically older, married and of the same race as the woman. Data from the National Merit Systems Protection Board in 1988 showed the Navy, Air Force and Army all ranked among the top six federal agencies (of 24 surveyed) in the proportion of women who reported, in an anonymous questionnaire, being sexually harassed.
