In reference to the novel, this was the purpose that Roosevelt was the police commissioner, is to help reform the boss system. In addition, the character Flynn and Roosevelt, in arguing over Georgio’s corps was primarily instigating the reform of the boss system. This proves the change that from 1900 to 1917 that the progressive era shaped America.
