This would originate in Russia but ultimately the goal was to expand throughout Europe since Russia was not an ideal place for communism, in fact, it is arguable that communism was widely rejected only because it came from the most backward country of all. The irony of this is that the Bolsheviks were a party born of anti-imperialism, which was more or less their aspiration.
