A Better System of Government

The term "democracy" which means, ?rule by the people?, originated from the Greek city-states in the Fifth Century BC. It was designed to allow citizens to have a voice in the making of decisions that would affect everyone. (Przeworski, 1996: 49) The Philippines therefore does not need to change into a system of government that will adapt its political culture. It should change its political culture which is mostly dominated by corruption, in order to adapt a working democratic system that protects the freedom and rights of the Filipinos. It would just be a matter of having knowledgeable leaders with the purest motives of governing.
