Can there be a universal norm of human rights?

…something which no one may be deprived of without grave affront to justice; something which is owing to every human being simply because he is human. But it is also not certain that citizens of certain countries know the rights to which they are entitled under the UDHR. However, this is not a reason to abandon human rights, for I conclude that the universality of human rights is a possibility... but perhaps not a probability.
