…quarantine people exposed to infectious pathogens and force them to be vaccinated, draft doctors to treat them, and order police to keep people from leaving areas that have been contaminated. The laws, if adopted, create a police state that would cause widespread panic, and in a smallpox outbreak these laws would minimize exposure and casualties. In the present atmosphere of war, many are calling for measures that will further restrict civil liberties and human rights.
