When ordinances restricting the zoning and character of said establishments are enacted, we will usually see their triumph when coupled with valid governmental interests in preserving the well being of the community. Therefore, I find in my decision against the plaintiff, John Meinzer, and for the constitutionality of this Santa Barbara ordinance based on the valid and proven advancement of a reasonable governmental duty and interest.
