The purpose of the EPA, as justified by the Clean Air Act, was to provide protectionist policies for the environment and the well-being of people of the United States. The Administrator was not permitted to take into account cost effectiveness of such policies. However, the Court did find that the actions of the EPA were broad of an interpretation, and therefore, unlawful.
