Democratic Caucus Process A Democratic Caucus will be held for each of Presidential candidate nomination's 2,487 precincts. …that chose their delegates in party-run conventions; in primary states where delegate selection was separated from national candidate competition; and, of course, in the national convention itself, which offered a setting for delegates so chosen to deliberate (or bargain) on the nomination decision. The principle of direct democracy derived from the Progressive era, when some state legislatures intervened in the nominating process, stripping parties of their control over delegate selection and establishing state-run presidential primaries.
