…a Federal Court Judge ruled the policy unconstitutional, re-affirming the verdict returned two years prior, when the policy was ruled unconstitutional in 1995. Unfortunately these cases have been kept in appeal for many years as policy proponents try to protect themselves from judicial rulings. It is obvious that the current policy should be repealed. If no one understands the rules, if no one follows the rules, if no one enforces the rules, why have the rules?
