…plenty of laws are on book that prevent discrimination. These must continue to be enforced. What really must change, however, are the attitudes. If people still harbor prejudices, consciously or not, no law can fully put an end to discrimination. The administration must put forth and example by appointing the most qualified individuals, white, black, man, or woman to important positions. There cannot be a change in actions until there is a change in attitude.
