Is military force becoming less useful as an instrument of policy?

Military force has, throughout history always been a vital component that States have used as an instrument to help shape policy. It was genuinely accepted that a country's size, power and influence within the realm of international politics was largely dependant upon the military force with which a country could muster. …policies, is through the use, one way or another of military force. Military force is still an essential instrument of policy. The cost benefit analysis has changed to such a degree, as has been proved before, that the costs of not doing anything are too high. War isn't an alternative to political action, it is political action, and as such the use of military force acts as a prime component in a governments grand strategy.
