The end of the Second World War was a time of great political turmoil and upheaval. The Marshall plan was implemented to fund not America and Britain (the victors) but the countries that had suffered most and did not have enough money to repair the damage. This was a measure to help defend against an attack from NATO under the ?safety in numbers? philosophy. NATO and the Warsaw pact signees were the two powers of Europe. The Warsaw Pact was not did not have a lot of faith from its members. Invasion (by Warsaw forces) to keep the Socialist parties in power proved this.
