Also (this just occurred to me), governments have a duty to take pre-emptive action against dissident groups that are conspiring to commit illegal acts, if the government has sufficient evidence (non-manufactured as some dictatorships try to use) to believe so. Peaceful dissident actions should be shown tolerance, if only for the betterment of the country. It is for these reasons that I believe governments should tolerate the actions of dissident groups.
