Gambling revenues, whether from public or private enterprises, should only be considered partial and temporary solutions since their longevity is questionable. Excise taxes can be an excellent way of curbing the use of certain products and are therefore a better as a budgeting tool than a revenue one. The only truly dangerous temptation left is in believing that any single idea is the ultimate solution to our problems.
