Finally, it would be reasonable to assume from the evidence gathered by the Chicago School that deviant behaviour is in some aspects due to the failure of community organisations to function. The lack of primary relationships, high mobility rates, urbanisation, immigration and migration are all major factors in the degree of a community's organisation.
