Each city-state, or polis, made changes to address these problems in different ways. This made Sparta and Athens opposite poles of social and political developments of the Greek city-states. Sparta and Athens seemed to have more social similarities then diffrences, and more political diffrences than similarities. Therefore, these diffrences brought divers changes in each polis. Also, certain aspects of political and social cultures had seemed more important in one city-state than the other. This is why Sparta and Athens were opposite poles of social and political developments of the Greek city-states.
