This needs to be done by the following outline:  Encourage companies to raise their performance by enforcing stricter quality norms.  Stimulate early demand for advanced products, by investing on research in state owned sector of aerospace etc.  Focus on specialized factor creation, like allocation of natural gas for the sponge iron industry.  Stimulate local rivalry by limiting direct cooperation and enforcing anti-trust regulations.
