Success will not be forthcoming unless governments are willing to be challenged. Sustained efforts are needed across all areas: support for research and development and innovation; help in accessing world markets; encouragement to form strategic alliances; responsive education, training and apprenticeship schemes; and better data to support informed business planning and investment decision-making.
