President - Calvin Coolidge Term - August 3, 1923 to March 3, 1929 Coolidge set out to establish a working relationship with the leading members of the Harding administration, and he drew on many people for advice and help. He claimed credit for the general health of the economy, for a 30-year low in unemployment, and for the fastest real-wage growth in 20 years. The 1998 fiscal year ended with a federal budget surplus of $70 billion, the first surplus in a generation.
