I found another article that recommended some steps Congress should take to ensure qualified families get the help they need, 1) Tie state performance incentives to lower poverty rates. 2) Reward states that implement successful outreach programs. 3) Establish program participation as a state performance measure. Until time limits expire and the newly employed have the chance to become permanently employed. Claiming that welfare has succeeded or failed is easy but wrong.
