…there is no solid evidence to prove that community based programs are of proven effectiveness. There are programs for which we can conclude the evidence shows with reasonable certainty that they do not work, at least in the communities where they have been conducted. But even these programs have come under scrutiny from members of certain police organisations, whether it be for their lack of accountability, lack of trust from police or general police resistance.
