Prospero's character is strongly developed during the first act of the play, and Shakespeare shows him to be a very cold sorcerer who will use his power whenever he wishes, without concern for those he is harming. Prospero's "art" plays a very significant role in detailing his personality because much of what Prospero does in the first act is motivated by his desire for power.
