Countries have typically linked their national security closely with advanced weapon systems and a large military budget. A primary requirement for increasing the food yield of plants and animals is to bring about a change in the attitude of humans toward their environment. Exploitation must give way to recognition of the earth's limited carrying capacity and of those practices that will maintain or enhance this capacity.
