Many laws have been passed to help regulate the sale and consumption, but in reality, there is nothing we can ever do to eliminate the problem altogether. Certain movements such as the 18th amendment significantly reduced consumption, but there were still illegal sales and speakeasies. It is impossible to stop its use totally.
