Shakespeare does not make it clear what Iago's motives were though, so it leaves an almost rhetorical question lingering in the audiences mind. Throughout Act Three Scene Three, Shakespeare uses imagery, characterization, themes, ironies and language to illustrate the importance and effectiveness of Act Three Scene Three.
